Early and Periodic Screening, Diagnostic and Treatment- Personal Care Services (EPSDT-PCS)

EPSDT – Personal Care Services (EPSDT-PCS) is a Medicaid program designed to help eligible children and youth under 21 receive the essential, hands-on support they need to thrive at home and in their communities. EPSDT is part of a federal requirement that ensures Medicaid-eligible children get comprehensive preventive, diagnostic, and treatment services. EPSDT-PCS focuses on assisting with daily living tasks that a child cannot perform independently due to a medical condition or disability. These services include help with eating, bathing, dressing, grooming, mobility, toileting, and transferring, as well as support with light housekeeping, meal preparation, and other health-related needs essential for daily care at home. The goal is to reduce hospitalizations or institutional care and keep children with their families whenever possible. To qualify, children must meet Louisiana Medicaid eligibility requirements and demonstrate a medically necessary need for personal care assistance as determined through a thorough assessment process. Care plans are individualized to ensure that services match each child’s specific needs and support their development and well-being. Long Term Personal Care Services (LT-PCS)

Long Term Personal Care Services (LT-PCS) are designed to help eligible adults remain safely at home by providing essential daily living assistance through Louisiana Medicaid. This program serves individuals 21 years of age or older who require a nursing-home level of care but want to maintain their independence in the community. LT-PCS covers help with personal care activities like bathing, dressing, grooming, eating, toileting, mobility, and transferring in and out of beds or chairs. It also includes light housekeeping, meal preparation, medication reminders, laundry, shopping, and help arranging transportation for medical appointments. While LT-PCS offers vital in-home support, it is not intended to provide 24-hour supervision or skilled nursing care. Eligibility requires meeting Medicaid guidelines, being able to direct care independently (or through a representative), and needing at least limited assistance with one Activity of Daily Living. The program helps reduce strain on family caregivers, supports aging in place, and empowers participants to stay engaged in their communities with dignity.
